COP-9 not only highlighted the division between developed and developing countries, but also the leadership and initiative gaps between negotiators and constituency groups. While resolving differences on a paragraph-by-paragraph basis remains complex, the significant number of side events signals a change towards a more positive outlook for future COP sessions. In that sense the major outcome of COP-9 is a renewed emphasis on the role of the United Nations Framework Convention on Climate Change’s (UNFCCC) constituencies as an important component of the process to deliver an equitable global climate change regime, a point clearly made by their demands for strong climate action, dedicated leadership, information sharing and future thinking.

This is the 8th event in the GLOBE Series, which is now one of the largest and most important international gatherings of environmental business leaders and corporate environmental managers. The GLOBE Series of trade fairs and conferences has become one of Canada's most important contributors in shaping a new ethic in corporate environmental policy.

First Call for Papers
In 2002, the Western Division-AFS (WDAFS) and its partners convened a major international conference in Spokane, WA to foster a transition toward ecosystem-based management in the Columbia River and beyond. One of the principle recommendations that emerged from the conference emphasized the need for a Healthy Basins Initiative. Development and implementation of ecosystem-based watershed plans that effectively integrate social, economic, and environmental interests within watersheds throughout western North America represents one key element of the recommended initiative.
With its interest in promoting the sound resource stewardship at the watershed level, the WDAFS is convening a symposium entitled, Watershed Planning: Approaches, Challenges, and Strategies for Success, in conjunction with its 2004 Annual Meeting. This symposium will strive to:
+ Describe the goals of watershed-based planning;
+ Identify the benefits associated with watershed-based planning;
+ Discuss the challenges associated with the development of watershed plans;
+ Highlight the approaches that have been used to develop ecosystem-based watershed plans in various jurisdictions;
+ Identify the challenges associated with the implementation of such plans; and,
+ Discuss the strategies that can be used to overcome these barriers and move toward ecosystem-based watershed management.
The symposium will also provide an opportunity for practitioners in this field to present case studies on watershed planning initiatives and methods for integrating multiple watershed plans into broader river basin plans. Anyone interested in presenting a paper at the symposium is requested to provide a title, list of authors (including an indication of to whom correspondence should be directed), full mailing address, phone, fax, email address, and a brief abstract to Don MacDonald (sff@island.net) no later than December 5, 2003. On March 30 and 31, 2004, the Alberta Society of Professional Biologists (ASPB) is hosting a
conference at the Fairmont Palliser Hotel in downtown Calgary titled “Prediction to Practice:
Environmental Assessment Follow-Up”. This two-day conference will be an important event for
industry professionals, consultants, government representatives, stakeholders and others
involved in the planning, creation, review and follow-up of environmental assessments (EAs).
For more than 20 years, EA has been a legal requirement of development approval in all of
Canada’s jurisdictions. Environmental assessment is a well-established scientific process that
predicts the potential environmental and socio-economic effects of proposed projects. However,
EA predictions are not consistently evaluated after the completion of development.
Most commonly, EA follow-up has occurred for developments regulated by the Canadian
Environmental Assessment Act (CEAA); other jurisdictions may soon also require follow-up
testing. EA follow-up programs are critical in verifying the nature, magnitude and duration of
predicted environmental impacts and the effectiveness of mitigation measures. This conference
will highlight successes and failures of the current EA follow-up process, facilitate new ideas and
contribute to discussion and debate. The conference will include keynote speakers, presentations
and a panel discussion. We hope to engage participants and hear about your experiences.
The 2004 ASPB Conference Committee is now accepting abstracts for presentations or posters
that provide your perspectives on, or experience with, EA follow-up related to a range of activities
including energy, mining, forestry, parks and agriculture.

Global Flyways Conference 2004 – Waterbirds Around the World
A global review of the conservation, management
and research of the world's major flyways
3-8 April 2004 in Edinburgh, UK
Jointly hosted by the Governments of the United Kingdom and The Netherlands, with support from the Convention on Migratory Species, The Convention on Wetlands, BirdLife International, US Fish and Wildlife Service, North American Waterbird Conservation Plan, CIC, FACE, Waterbird Society, CAFF, Pacific Seabird Group and many other national and international organisations.
Waterbirds Around the World will focus on all major themes and developments related to the global conservation of waterbird flyways during their full annual cycle: breeding areas, stop-over sites and wintering areas, harvest of waterbirds, site networks, flyway monitoring, flyway management plans, climate change and flyways, nomadic migration and many more. It will address achievements of the last 40 years and formulate gaps and needs for initiatives to stimulate future conservation of the world's flyways and the species and habitats involved.

Forest-Land Fish Conference 2
Location: Edmonton, Alberta

About the Conference
Following the success of the first Forest – Fish Conference: Land Management Practices Affecting Aquatic Ecosystems, held May 1996 in Calgary, Alberta, a second gathering is being planned for April 2004, in Edmonton. While the first conference focused on the effects of land-use activities on aquatic resources, the second conference will advance to the conservation of aquatic resources, particularly in boreal regions. Suggested topics are cumulative watershed effects, access management, criteria and indicators and riparian management.
Multiple-use forested lands present an opportunity for interested parties to collaborate to improve management practices. Successful collaboration among researchers, resource managers and regulators, industry and other stakeholders, and special interest groups often presents a significant challenge. We encourage these groups to showcase examples of successful collaboration.
Although the Conference will once again be held in Alberta, we expect the information exchange that results will have benefits to many other jurisdictions. Please consider this your invitation to present the results of your research or management experience.
